Kenneth Mutaonga

Kenneth Mutaonga is a seasoned energy expert, Co-Founder of Asilia Energy, and an independent consultant with extensive experience across the oil, gas, and renewable energy sectors. He currently serves as the Country Representative for Rosetta Energy in Tanzania, a transformative Mini-LNG consortium comprising Rosetta (part of the TAQA Arabia Group), Africa50 (a pan-African infrastructure investment platform established by the African Development Bank), and the Tanzania Petroleum Development Corporation (TPDC).

In this role, Kenneth supports the development of small-scale LNG projects across Africa with a focus on expanding access to clean and sustainable energy. Rosetta Energy is currently driving landmark initiatives in Tanzania and Mauritania, aiming to unlock the potential of natural gas through localized and environmentally responsible solutions. In Tanzania, he plays a pivotal role in structuring the strategic partnership between Rosetta, Africa50, and TPDC.

Previously, Kenneth served as Director of Exploration, Development, and Production at TPDC, overseeing all upstream oil and gas activities. He was responsible for managing Tanzania’s existing natural gas production and supervising multiple exploration projects, ensuring alignment with national energy objectives.

Before joining TPDC, Kenneth worked at Shell Tanzania as Commercial Manager on the country’s multi-billion-dollar LNG project. He collaborated with the Tanzanian Government on developing the commercial, legal, and fiscal frameworks necessary to advance this major investment toward implementation.

Kenneth also contributed to the growth of renewable energy in East Africa through his work at Frontier Investment Management, a Danish private equity fund specializing in clean energy infrastructure. He led the firm’s market entry into Tanzania and managed a pipeline of renewable projects valued at approximately USD 130 million.

Earlier in his career, Kenneth held a key role in the President’s Delivery Bureau (PDB) under the President’s Office in Tanzania, where he led the Energy Portfolio. He oversaw the implementation of several high-impact projects including the $1.3 billion 540km gas pipeline, the 875MW Kinyerezi gas-to-power complex, rural electrification for over 500,000 customers, and the development of 3,000km of transmission lines. His work was instrumental in advancing Tanzania's 5-Year Development Plan and improving energy access nationwide.

Kenneth began his career at National Grid in the United Kingdom, progressing through the company’s prestigious Commercial Graduate Development Programme. He went on to hold several strategic and operational roles, including leading commercial assurance on a £1.6 billion infrastructure contract with tRIIO (a joint venture between Skanska and Morrison Utility Services), focused on upgrading National Grid’s gas distribution infrastructure in London and the East of England.

With a unique blend of public and private sector experience across Africa and Europe, Kenneth brings deep expertise in energy infrastructure development, public-private partnerships, commercial structuring, and regulatory strategy. He continues to play a leading role in shaping Africa’s energy transition by championing cleaner, smarter, and more inclusive energy solutions.
